А.9. Проверка - упаковка – маркировка

Продавец обязан нести расходы, связанные с проверкой товара (например, проверкой качества, размеров, веса, количества), необходимой для поставки товара в соответствии со статьей А.4.Продавец обязан за свой счет обеспечить упаковку (за исключением случаев, когда в данной отрасли торговли согласовано или обычно принято поставлять обусловленный контрактом товар без упаковки), необходимую для организуемой им перевозки товара до границы. Упаковка осуществляется в той мере, в какой обстоятельства, относящиеся к транспортировке (способы перевозки, место назначения), известны продавцу до заключения договора купли-продажи. Упаковка должна быть маркирована надлежащим образом. 

Б.9. Осмотр товара

Покупатель обязан нести расходы, связанные с предпогрузочным осмотром товара, за исключением случаев, когда такой осмотр требуется властями страны экспорта. 

А.10. Другие обязанности

Продавец обязан по просьбе покупателя оказать последнему за его счет и на его риск полное содействие в получении любых документов или эквивалентных им электронных сообщений (помимо названных в статье А.8.), выдаваемых или используемых в стране отправки и/или в стране происхождения товара, которые могут потребоваться покупателю для импорта товара, или, в случае необходимости, для его транзитной перевозки через третьи страны. Продавец обязан обеспечить покупателя всей информацией, необходимой для осуществления дополнительного страхования. 

Б.10. Другие обязанности

Покупатель обязан нести все расходы и оплачивать сборы, связанные с получением документов или эквивалентных им электронных сообщений, как это предусмотрено в статье А.10., а также возместить расходы продавца, понесенные последним вследствие оказания им помощи покупателю. В случае необходимости, в соответствии со статьей А.3а) ii) предоставить продавцу по его просьбе, но за счет и на риск покупателя, валютное решение, другие разрешения и документы или их заверенные копии, а также адрес конечного пункта назначения товара в стане импорта для получения транзитного транспортного документа или любого другого документа, предусмотренного статьей А.8. ii). 

Summary

Oil is one of the main national treasures. Oil can make a country prosperous, but it can also cause international problems and even wars. It’s really hard to overestimate it’s value.

Nowadays, it’s not a secret for anybody, oil itself and diverse oil products are rather expensive. To know it we should refer to stock exchanges. Oil price is established there.

Some countries, like Estonia, export oil and oil products. Oil transit rules are called "Incoterms 2000". These are:

· DDP Delivered Duty Paid (... named place of destination)

· DDU Delivered Duty Unpaid (... named place of destination)

· DEQ Delivered Ex Quay (... named port of destination)

· DES Delivered Ex Ship (... named port of destination)

· DAF Delivered At Frontier (... named place)

· CIP Carriage and Insurance Paid Тo (... named place of destination)

· CPT Carriage Paid To (... named place of destination).

· CIF Cost, Insurance and Freight (... named port of destination).

· CFR Cost and Freight (... named port of destination)

· FOB Free On Board (... named port of shipment).

I consider DDP and CIP to be the most convenient for oil customers. But FOB, CIF and DAF are more frequently used.

Oil is transported to Estonia by several companies, working there. There are few enterprises working in this field in Estonia. ONAKO Eesti and Pakterminal are the most successful oil companies. Their main service is oil transportation. To my mind, they are the engines of the Estonian oil market.

 Railroad, sea transport and pipe-lines are used as the means of oil transportation. Ports are of special importance because of the enormous volume of oil they allow to transit. One of the main ports of Estonia is Port of Tallinn - a four-member port family on the northern coast of Estonia. The family includes Old City Harbour, Paljassaare Harbour, Paldiski South Harbour and the newly-born Muuga Harbour. Estonian ports are used in Russian-Estonian oil transit.

Having for centuries acted as a mediator between the East and West, Estonia keeps in touch with western and eastern countries and international organisation. As a result, President Bush favored a robust expansion of NATO membership. It is now thought that Estonia and six other applicant countries will be invited to join the western defense alliance at their summit in Prague on November 22. Estonia and its Baltic neighbors Latvia and Lithuania will be invited to join NATO. The Estonian leader said his country has worked hard to build up its military and boost defense spending to meet NATO requirements. Estonia is now devoting two percent of its gross domestic product to defense.

Estonia and its two Baltic neighbors plus Poland, the Czech Republic, Hungary Slovakia, Slovenia, Malta and Cyprus are expecting invitations for 2004 EU entry.

Also Estonia is interested in cooperation with Russia, and the latter plans to enlarge it. Thus it is said that Russian Government plans to build another pipe-line in order to increase the volume of the oil the country transits to some western countries through Estonia and to Estonia itself.

So, as we see Estonia has rather stable economy. In the past few years Estonia has been one of the fastest developing nations in the world – both in the economic and social terms. Rapid industrial and economic growth has seen the country nearly reach developed nation status in a remarkably short time. And these changes are believed to continue.
