TYPES OF SCHOOLS IN ENGLAND AND WALES.

In England and Wales there are schools maintained by the state, that is by local education authorities, and independent schools, as well as the so called direct-grant schools.

Schools maintained by local education authorities are county schools. They may be primary or secondary schools. Nearly all the primary schools are for boys and girls together. Maximum class size as laid down by the Secretary of State are for 30 for nursery schools and 40 for infant and junior classes.

There are modern, technical, grammar and comprehensive secondary schools. Secondary schools are generally much larger than primary schools. Over half have between 400 and 800 pupils. The largest school have 2.000.

Most children in England and Wales go to secondary modern schools. The act of 1944 speaks of the modern school types of children as the future unskilled workers. The general level of education in these schools is low, concentrating for the most part on practical work.

Technical schools concentrate on technical subjects and provide teaching up to the age of 18. Children in other secondary schools may be transferred to them at the age of 13. These schools do not provide a real grounding in the kind of techniques necessary for serious higher technological study.

GRAMMAR SCHOOL.

A grammar school is a secondary school providing mainly an academic course from 11 to 16 or 18. It is the main route to the universities and the professions. There are three distinct types of grammar schools in England and Wales:

1) County grammar schools entirely provided by the LEA (local education authorities);

2) Voluntary grammar schools, originally provide by a voluntary body, such as a church (Church of England or Roman Catholic) but now entirely financed and controlled by the LEA;

3) The direct-grant grammar schools which are independent of local authorities, but receive a grant direct from the Ministry of Education. They earn the grant by taking not less than a quarter and not more than a half of their pupils from the state system; the rest are fee-paying. The important ones are the great schools – Bradford, Bristol, Manchester, Birkenhead and a few others. The biggest and the most famous of them , with 1.400 boys, is Manchester Grammar School, a low brick building outside the city surrounded by playing fields. MGS has become a by-word at Oxford and Cambridge for the number of its boys that enter these universities.

 The direct-grant grammar schools are a major stumbling-block to bringing in a comprehensive system. In comparison with the county grammar schools maintained by the local authorities they are privileged schools. Yet only 2 per cent of secondary school age group are in the direct grand-schools.
